Pièces commémoratives de 2 euros

Les pièces commémoratives de 2 € sont des pièces en euros spéciales frappées et émises par les États membres de la zone euro depuis 2004 comme cours légal dans tous les États membres de la zone euro. Seuls les revers nationaux des pièces diffèrent; les revers communs ne le sont pas. Les pièces commémorent généralement les anniversaires d’événements historiques ou attirent l’attention sur des événements actuels d’une importance particulière. En 2007, 2009, 2012 et 2015, il y avait des pièces commémoratives communes avec seulement des inscriptions nationales différentes. Jusqu’à fin 2017, trois cent deux variantes de pièces commémoratives de 2 euros ont été frappées– six en 2004, huit en 2005, sept en 2006, vingt en 2007 (dont treize versions de l’émission commune), dix en 2008, vingt-cinq en 2009 (dont seize versions de l’émission commune), douze en 2010, seize en 2011, trente en 2012 (dont dix-sept versions de l’émission commune), vingt-trois en 2013, vingt-six en 2014, quarante-sept en 2015 (dont dix-neuf versions de l’émission commune), et trente-deux en 2016 et 2017. La Finlande , l’Italie , le Luxembourg , Saint-Marin et la Cité du Vatican sont les seuls pays à avoir émis au moins une pièce commémorative chaque année depuis 2004.

Le nombre de pièces commémoratives est limité à deux (avant 2012 à une) par pays et par an (en plus de toute émission commune) et à 5% de la production totale de tirages. Des limites sur les conceptions sont également en place pour assurer l’uniformité.

Les pièces commémoratives de 2 € sont devenues des objets de collection , mais se distinguent des pièces commémoratives d’une valeur faciale différente de 2 € , qui sont officiellement désignées comme “pièces de collection” et généralement constituées de métaux précieux. ^[1]

Réglementations et restrictions

La base des pièces commémoratives découle d’une décision du Conseil européen , qui a autorisé la modification des faces nationales des pièces en euros à partir du 1er janvier 2004. ^[2] Cependant, un certain nombre de recommandations et de restrictions s’appliquent toujours.

Deux restrictions concernent la conception. Les pièces en euros doivent toujours avoir un revers commun, de sorte que seuls les revers nationaux peuvent être modifiés. De plus, les faces nationales standard en tant que telles ne devraient pas être modifiées avant 2008 au plus tôt, à moins que le chef d’État représenté sur certaines pièces ne change avant cette date. (Cette clause est déjà entrée en vigueur pour Monaco et la Cité du Vatican, dont les chefs d’État – respectivement Rainier III et le pape Jean-Paul II – sont décédés en 2005 et dont les faces nationales ont été modifiées pour 2006.)

D’autres réglementations restreignent la fréquence et le nombre d’émissions de pièces commémoratives. Jusqu’en 2012, chaque État membre ne pouvait émettre qu’une seule pièce commémorative par an, et depuis cette année-là deux pièces par an, et elles ne seront libellées qu’en pièces de 2 euros. Le nombre total de ces pièces mises en circulation par an ne doit pas dépasser le plus élevé des deux nombres suivants : ^[3]

0,1 % du nombre total de pièces de 2 € mises en circulation par tous les membres de la zone euro. Cette limite peut exceptionnellement être augmentée jusqu’à 2,0 % si la pièce commémore un événement très important et remarquable ; dans ce cas, l’État membre émettant ce nombre plus élevé de pièces devrait s’abstenir de mettre en circulation des pièces commémoratives pendant les quatre années suivantes.
5,0 % du nombre total de pièces de 2 € mises en circulation par l’État membre émetteur de la pièce commémorative de 2 €.

Une autre décision a ajouté deux autres directives concernant la conception des pièces. L’État qui émet une pièce doit d’une manière ou d’une autre être clairement identifié sur l’avers, soit en indiquant le nom complet, soit une abréviation clairement identifiable de celui-ci; et ni le nom ni la dénomination de la pièce ne doivent être répétés sur l’avers, car ils figurent déjà sur le revers commun. ^[4]

Ces restrictions ne s’appliquent pas rétroactivement ; seuls les nouveaux dessins – les faces nationales des émissions régulières des États qui rejoignent l’euro ou des États de la zone euro qui changent de dessin, et les pièces commémoratives de 2 € émises à partir de 2006 – y sont soumis. Cependant, les cinq pays dont les conceptions enfreignaient la première mise à jour des règles ( Autriche , Belgique , Finlande , Allemagne et Grèce ) devaient initialement modifier leur conception à l’avenir, ce que la Finlande a fait pour 2007 ^[5] et la Belgique pour 2008 . .

Une autre décision a encore changé les règles : ^[6]

Les douze étoiles de l’ Union européenne entourant les dessins des pièces doivent entourer le dessin national, y compris les marques d’année et le nom du pays. Les étoiles doivent apparaître de la même manière qu’elles sont alignées sur le drapeau de l’Union européenne. (Ces recommandations ne sont actuellement pas remplies par les pièces luxembourgeoises et slovènes.)
Le dessin des pièces en euros ne peut être modifié que dans deux circonstances particulières :
- Si une conception de pièce ne respecte pas les recommandations, elle peut être mise à jour pour la mettre en conformité avec celles-ci. (Ceci s’applique à l’Autriche, l’Allemagne, la Grèce, le Luxembourg et la Slovénie.)
- Si le dessin d’une pièce représente un chef d’État, il peut être mis à jour :

tous les quinze ans pour l’adapter à l’apparence actuelle du chef de l’Etat ;
si le chef de l’Etat abdique ou décède. Cependant, les chefs d’État temporaires ne peuvent pas être utilisés comme raison pour modifier la conception; à la place, une pièce commémorative de 2 € (potentiellement une deuxième pièce commémorative de 2 €) pourra être émise.

Le lettrage sur tranche des pièces commémoratives doit être le même que celui des pièces ordinaires.

La Belgique a été obligée de modifier sa conception pour montrer le portrait original de son monarque, car la mise à jour de 2008 pour suivre les recommandations a également mis à jour le portrait, ce qui était contraire aux règles. Les pièces belges à partir de 2009 montrent le portrait royal original de 1999, mais conservent le nouveau design de la pièce de 2008 en ce qui concerne l’identification du pays et l’année. Ces dispositions interdisent en outre d’autres ensembles de pièces sede vacante par la Cité du Vatican, n’autorisant que des pièces commémoratives pour de telles occasions. L’Espagne a mis à jour sa conception à partir de 2010 pour répondre aux nouvelles règles, laissant l’Autriche, l’Allemagne, la Grèce, le Luxembourg et la Slovénie toujours en infraction. ^[7]

En 2012, le Conseil européen a établi de nouvelles spécifications pour les pièces en euros et a fixé (à l’article 1 g) une date limite pour la mise à jour des faces nationales des pièces ordinaires afin de se conformer pleinement au règlement actuel : 20 juin 2012. ^[8] Également en 2012 . , un nouveau règlement de l’UE sur l’émission de pièces en euros a été conclu, portant à deux le nombre autorisé de pièces commémoratives nationales de 2 euros par an. ^[9]

Vingt-trois pays ont émis indépendamment des pièces commémoratives de 2 € ( Andorre , Autriche , Belgique , Chypre , Estonie , Finlande , France , Allemagne , Grèce , Irlande , Italie , Lettonie , Luxembourg , Lituanie , Malte , Monaco , Pays- Bas , Portugal , Saint-Marin , Slovaquie , Slovénie , Espagneet la Cité du Vatican ), la Grèce étant le premier pays à émettre ce type de pièces. Près du bas de la pièce, sous le pilier, le mot UE est écrit, et avec le côté droit du pilier, représentant la lettre minuscule grecque “ρ” (rho) , il se lit “euro”. La marque d’atelier ( R ) est en haut à gauche de l’image, les initiales du graveur ( Maria Carmela Colaneri ) ( MCC ) en bas à gauche et la marque de l’année est en haut à droite. Le monogramme de la République italienne ( RI ) se trouve en bas de la partie centrale, légèrement à gauche. L’Inscription LËTZEBUERG apparaît au-dessus des effigies le long du bord supérieur de la partie intérieure de la pièce. Finlande	1er centenaire de l’introduction du suffrage universel et égal	2,5 millions de pièces	4 octobre 2006 ^[50]
Description : La pièce montre deux visages stylisés dans la partie centrale, l’un masculin et l’autre féminin ; ils sont séparés par une fine ligne courbe. Deux “M” majuscules apparaissent à gauche de chaque face, l’un la marque d’atelier et l’autre l’initiale de l’artiste. Sur le côté gauche, la date de l’introduction du suffrage universel et égal en Finlande ( 1er octobre 1906 ) est inscrite, tandis que le côté droit de la pièce contient le millésime et l’abréviation du pays ( 20 FI 06 ). En raison de lois spéciales exigeant que chaque pièce porte le portrait du Grand-Duc sortant, l’édition luxembourgeoise de la pièce commémorative commune de 2 € diffère légèrement des autres en plus des inscriptions traduites, puisqu’une image latente du portrait du Grand-Duc a été ajoutée (comme requis par la législation nationale) en utilisant une technique appelée frappe multi-vues . ^[74] Une loi néerlandaise similaire, qui exige que le portrait de l’actuel chef d’État des Pays-Bas et les mots NOM (Koning/Koningin) der Nederlanden apparaissent sur toutes les pièces émises par les Pays-Bas (par exemple, actuellement Willem-Alexander Koning der Nederlanden ) a été modifié afin que les Pays-Bas puissent participer à ce programme; l’amendement a complètement supprimé l’exigence de pièces commémoratives de 2 €. De plus, en raison de la société multilingue particulière de la Belgique, la pièce belge porte l’Inscription PACTVM ROMANVM QVINQVAGENARIVM en latin . Les trois micro-États qui utilisent également l’euro en raison d’un accord officiel avec l’Union européenne ( Monaco , Saint-Marin et la Cité du Vatican ) n’ont pas émis cette pièce, car ils ne sont pas des États membres de l’Union européenne. Cependant, certains États membres de l’Union européenne qui n’avaient pas encore introduit l’euro ont également participé à ce programme. Par exemple, Chypre a émis une pièce de 1 £ et la Hongrie une pièce de 50 Ft avec le même design.

German series

Bundesländer series I

Germany started the commemorative coin series Die 16 Bundesländer der Bundesrepublik Deutschland (The 16 States of the Federal Republic of Germany) in 2006, to continue until 2021. The year in which the coin for a specific state is issued coincides with that state’s Presidency of the Bundesrat.^[240] In 2018, Daniel Günther, the Minister President of Schleswig-Holstein, became the President of the Bundesrat for a one-year term. As a Schleswig-Holstein coin had already been minted in 2006, it was decided to delay the release of the following three states’ coins by a year. Instead of honouring a state in 2019, the minted coin commemorates 70 years since the constitution of the German Federal Council or Bundesrat was adopted. The last three coins of the series were therefore postponed to 2020, 2021 and 2022, respectively. The coins issued are:

Spanish UNESCO World Heritage Sites series

Spain started the commemorative coin series Patrimonio de la Humanidad de la UNESCO (UNESCO World Heritage) in 2010, commemorating all of Spain’s UNESCO World Heritage Sites, which could continue until 2050.
