L’UNESCO a établi ses listes du patrimoine Culturel immatériel dans le but d’assurer une meilleure protection des patrimoines culturels immatériels importants dans le monde et la prise de conscience de leur importance. [1] Cette liste est publiée par le Comité intergouvernemental de sauvegarde du patrimoine Culturel immatériel, dont les membres sont élus par les États parties réunis en Assemblée générale. [2] À travers un recueil des différents trésors oraux et immatériels de l’humanité dans le monde, le programme vise à attirer l’attention sur l’importance de la sauvegarde du patrimoine immatériel, que l’UNESCO a identifié comme une composante essentielle et comme dépositaire de la diversité culturelle et de l’expression créative .[3] [4]

Répartition par pays

La liste a été établie en 2008 lorsque la Convention de 2003 pour la sauvegarde du patrimoine Culturel immatériel est entrée en vigueur.

Depuis 2010 [mettre à jour], le programme compile deux listes. La plus longue, Liste représentative du patrimoine Culturel immatériel de l’humanité , comprend les « pratiques et expressions culturelles [qui] contribuent à démontrer la diversité de ce patrimoine et à sensibiliser à son importance ». La plus courte, la Liste du patrimoine Culturel immatériel nécessitant une sauvegarde urgente , est composée des éléments culturels que les communautés et les pays concernés considèrent comme nécessitant des mesures urgentes pour les maintenir en vie. En 2013, quatre éléments ont été inscrits sur la Liste du patrimoine Culturel immatériel nécessitant une sauvegarde urgente, qui aide les États parties à mobiliser la coopération et l’assistance internationales pour assurer la transmission de ce patrimoine avec la participation des communautés concernées. La Liste de sauvegarde urgente compte désormais 35 éléments. Le Comité intergouvernemental a également inscrit 25 éléments sur la Liste représentative du patrimoine Culturel immatériel de l’humanité, qui sert à sensibiliser au patrimoine immatériel et à faire reconnaître les traditions et savoir-faire des communautés qui reflètent leur diversité culturelle. La liste n’attribue ni ne reconnaît aucune norme d’excellence ou d’exclusivité. Les deux listes combinées totalisaient 584 éléments, correspondant à 131 pays en août 2021 [mettre à jour]. [7]

Les éléments inscrits sur les listes sont considérés comme des manifestations significatives du patrimoine immatériel de l’humanité, la plus haute distinction pour le patrimoine immatériel au niveau mondial.

Register of Good Safeguarding Practices

Proclaimed masterpieces

The Lists of Intangible Cultural Heritage were established in 2008, when the Convention for the Safeguarding of Intangible Cultural Heritage took effect.[629] Prior to this, a project known as the Masterpieces of the Oral and Intangible Heritage of Humanity has already been active in recognizing the value of intangibles such as tradition, custom, and cultural spaces and the local actors who sustain these forms of cultural expressions through a Proclamation.[3] Identification of the Masterpieces also entails the commitment of states to promote and safeguard these treasures, while UNESCO finances plans for their conservation.[3] Started in 2001 and held biennially until 2005, a total of three Proclamations occurred, encompassing 90 forms of intangible heritage around the world.[4]

The 90 previously proclaimed Masterpieces have been incorporated into the Representative List of the Intangible Cultural Heritage of Humanity as its first entries, to be known as elements.[1][630] Subsequent elements will be added following the assessment of nominations submitted by national governments acceding to the UNESCO Convention, termed as member states, who are each allowed to submit a single candidature file, in addition to multi-national candidatures. A panel of experts in intangible heritage and an appointed body, known as the Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage, then examine each of the nominations before officially inscribing the candidates as elements on the List.[631]
